Off the top of my head you have several options:
Facespan www.facespan.com -- full-blown apps, native AppleScript
execution. $200-$300 and you'd be a version or two behind I think.
HyperCard -- not sure if this is still an option. Was $100 from Apple,
and is discontinued. Doesn't support a full interface toolkit, but
add-ons help with this. HyperTalk is native language, but can use
AppleScript.
SuperCard www.supercard.us -- full-blown apps. $200-300? Full interface
toolkit. SuperTalk is native language, but can use AppleScript. Not
sure if the current version supports OS 9.
Revolution www.runrev.com -- full-blown apps. $99-$300? Full interface
toolkit. Transcript is native language, but can execute AppleScript.
Current version supports OS 9.
