I'm sure it could be done with VectorWorks. VectorWorks includes an
extensive symbols library which includes electrical symbols. It also
has extensive scripting capability, but in Pascal. You can create
complete interactive dialog panels with popup buttons and all sorts of
things. I would have thought what you are describing is possible, and
it may also be possible to utilize its 'do script...' AppleScript
support.
However, depending on where you would be starting from, there may be
learning curves for VectorWorks, Pascal, and particularly VectorWorks
scripting.
I also wonder if you could it with AppleScript Studio and something
like the AppleWorks drawing environment.
