Sorry, I didn't see this until now. I think he was using VB as an
example, which doesn't necessarily mean he's used to it.
Since this is an AppleScript list, I was trying to stick with solutions
that either can use AppleScript natively: HyperCard and SuperCard (at
least as of the last time I used SuperCard) -- or that can execute
arbitrary AppleScripts on the fly: Revolution. I know REALbasic can
execute imported AppleScripts, which might be applicable here.
I"m assuming cross-platform support isn't an issue if AppleScript is
the target. Of the environments I mentioned, only Revolution is
cross-platform, also running on Windows and Unix.
Dialog Director is a good suggestion, and of course we should both have
mentioned AppleScript Studio:

Off the top of my head you have several options:
Facespan www.facespan.com -- full-blown apps, native AppleScript
execution. $200-$300 and you'd be a version or two behind I think.
HyperCard -- not sure if this is still an option. Was $100 from Apple,
and is discontinued. Doesn't support a full interface toolkit, but
add-ons help with this. HyperTalk is native language, but can use
AppleScript.
SuperCard www.supercard.us -- full-blown apps. $200-300? Full
interface
toolkit. SuperTalk is native language, but can use AppleScript. Not
sure if the current version supports OS 9.
Revolution www.runrev.com -- full-blown apps. $99-$300? Full interface
toolkit. Transcript is native language, but can execute AppleScript.
Current version supports OS 9.
