Can AppleScript be disabled or uninstalled by a user in OS X? I'm developing an installer that needs to run Applescripts and am wondering if I need to be concerned with this scenario and use something else if AppleScript is disabled or not installed.

Technically yes, but practically speaking no. To do such a thing would require administrator access to the machine and is completely unsupported. Don't worry about it.
