Which version? It certainly can in Panther. To:, CC: or any recipient.
What I don't like about it is that it makes it hard to process on the server
end sometimes. I now have to reconfigure my server anti-spam filters to look
at CC, not TO anymore, and other than aesthetics, there's not an obvious
reason for the change.
