These keyboard shortcuts appear to be wired into the system at a level where
GUI Scripting and the accessibility API on which it is based cannot reach
them. You'll notice that they aren't marked as menu item keyboard
equivalents in any of the System Preferences menus.
PreFab UI Browser's keystrokes drawer can't successfully send these
keystrokes, either.
This isn't surprising, since control of these assistive features of Mac OS X
are supposed to work whether or not System Preferences is running.
