Add an applescript to the Services Menu

I'm trying to map the function keys to different scripts. I thought perhaps I could use a combination of Keyboard mapping to map to script names I would put in the Services Menu, but I can't seem to make scripts available there. I thought perhaps by compiling them as applications and sticking them in "Library:Services" would do the trick, but it doesn't.

Is there a way to add an applescript to the Services Menu? Or, alternatively, is there a way to make a function key call a script, from any application?
