As far as I know, those are included with new machines, not with the
OS.  You should still be able to install them from the machine's
original restore disks...  I don't remember the exact procedure but
there's a way to just install the applications from the original
disks, without installing the OS from the originals...

I did exactly that with my mini, which came with Panther preloaded and
Tiger taped to the box.
