Thanks to all who replied so far.

I was too literal in this; I'm using "tell" blocks aimed at Terminal for
debugging purposes. I started doing this once I discovered the timing
issues, i.e., the "unzip" shell script was running before all of the .zip
files were downloaded. So I should've written, "How can I prevent a second
shell script from running while the first is still active?"
