This isn't a FindFolder issue. I just tested on my Mac and the
FindFolder call works as expected *if* you pass it the correct
arguments.
Sounds like a bug in Standard Additions.

The bug is really in FindFolder(currvol, kTemporaryFolderType,
kCreateFolder, &tempvref, &tempdir), which does not create the
folder as it should.
