I'm not sure that I understand your workflow :(

2400+ dpi bitmaps can get pretty big - but they are normally only rendered and then delivered to the imaging device. Using vanilla TIFF for any other purpose seems wasteful to me. Maybe TIFF/IT would be more suitable for your needs?

Contact me off-list if you want a chat about specifics. I've 20 year's experience in pre-press and RIP PDFs to TIFF/IT and bitmap on a daily basis.

You might want to try testing your workflow to see how Photoshop copes with technically difficult originals:
