The app you describe should be doable in either. Smile is easier to learn and quicker to develop in, though its featureset is limited and the API may feel a little quirky at times. Studio is more powerful and can produce more polished results, but there's quite a lot to digest and it's not as elegant or intuitive as more HyperCard-like environments.
