Apple's scripting and OS-level tools are great for screen-based file formats
and sizes but patchy (at best) for anything else.
The tools for CMYK are so limited that I see no point in bothering to digest
the ColorSyncScripting or Image Events dictionaries. I've spent hundreds of
hours going through this stuff and, although it has been useful to me for
other projects, there is very little that is useful for producing good CMYK.
If you don't want to buy Photoshop then you could probably get something
usable from the cheaper GraphicConverter. A more scriptable and free
solution would be to install ImageMagick and learn to control it via shell
scripts or PHP.
Tiger will be even more frustrating. It offers the ability to recreate just
about every Photoshop feature with a minimal amount of obj-c code to provide
an interface/controls for the OS features - but it's optimised for
screen-sized chunks of RGB data. You get phenomenal performance by avoiding
the CPU in favour of the GPU but it doesn't appear scalable to the file
sizes that you require for print or for pro retouching :-(
