Actually it's a setting in Script Debugger, which can be used either way.

And now in Panther 'path to me' also returns to path to the script, not to
"SystemUIServer", if run from a script in the system's Script Menu.
Non-application scripts (i.e. script documents) run from any other script
menu (e.g. Entourage, Tex-Edit Plus, etc.) return the path to the
application running the script.
