what happened to Mail's scripts menu?

What's this page talking about?

<http://www.apple.com/applescript/mail/>

It mentions that Mail has a Scripts menu. I don't see one (in Tiger). Did
this change and they forgot to change the page? Why would they remove such a
useful feature? m.
