In Panther (10.3.9), all of the Mail scripts menu scripts are located in the system scripts folder [your Mac/your HD/Library/Scripts/Mail Scripts/]:
Count Messages in All Mailboxes.scpt
Crazy Message Text.scpt
Create New LDAP Server.scpt
Create New Mail Account.scpt
Create New Message.scpt
Display All Accounts And Preferences.scpt
Get Size of IMAP Mailboxes.scpt
Helper Scripts/
Import Addresses.scpt
Manage SMTP Servers.scpt
Rule Actions/
Scripts Menu/

I do notice that the /Library/Scripts folder now has a place for application-specific scripts (maybe it was always there and I never noticed it). Could keyboard equivs be attached to these?
I don't recall whether it was there in Panther, but in Tiger, you can't attach a keyboard equivalent, either with the "-___" trick or with the keyboard preferences panel.
