Supporting scripts saved as script bundles did require developers to explicitly change their code, I expect Entourage probably shows them as a directory?

Entourage did not implement the Panther APIs for script menus since the latest version – 2004 – still has to support Jaguar 10.2.8 where the APIs won't work. So it's still got the Jaguar APIs. As such, I guess it doesn't handle script bundles. (It even needed an update to be able to handle data fork scripts.)
