path to scripts folder from system domain

Why does "path to scripts folder from system domain" not work (for me. Mac OS X 10.4.1)? This approach works fine from the user domain but system domain throws an error: "Folder doesn't exist, and you don't have access privileges to create it".

The folder (/Library/Scripts/) does exist. Anyone got any clues here?
