What version of OS X? In older versions the folder had to be open for
the folder actions to work. That is not necessary in Tiger and at
least in later versions of Panther (possibly all versions.) I think
Jaguar (10.2) still required the folder to be open, but don't quote
me on it.
Also you want to enable folder actions, then attach a folder action
to the folder in question. I'm not sure I understand what the steps
you took are. Anywhere, here's how you do it:
right-click/control-click anywhere, select "Enable folder actions"
if it is not already enabled. You don't have to do this every time -
it's a global setting. If it is already enabled it will read "Disable
folder actions", which obviously you don't want to select!
right-click/control-click folder in question, select "Attach a
folder action..." and choose your desired folder action.
