What system are you running on?  I'm on 10.4 but I believe this always worked before, and still seems to work now.  I just dropped the script into my scripts folder and was able to launch it from the Apple script menu.

Anyway if you have problems with Apple's script menu it might be worth trying my FastScripts utility, which is very very much like the script menu but with some enhancements. It might be that whatever you are running into would be alleviated in FastScripts since it's more like a "regular application" than the Apple script menu is, even though it doesn't appear to be one.
