Just realised that I replied to this off list. In case anyone else is interested...
I had this problem recently too. The easiest way I could find was to make a group in Address Book containing all your buddies who have iChat/AIM/Whatever accounts. (You can do this automatically using Smart Groups in Tiger). Next, select that group and export a vCard for the group. Open iChat and drop the vCard into your Buddy List. Job done!
You can distribute the vCard to other users who can just drop it in their Buddy List, if you need to.
Not strictly an automated solution, but certainly quicker than adding people one by one.
