Tiger error with meta-info

Apparently Tiger no longer supports file meta-info. I can set the app to
open the file with in the "Info Window", but Finder ignores the file
creator.
This has broken all my scripts that use:
tell app "Finder" to open "iTunes.html"
Since the file is a text file it now opens in my editor. I would need to
tell my browser to open the file but unfortunately it's very hard to get
Applescript to open a file in the default browser.
Is anyone with Tiger having similar problems?
