Don't know about the resource fork part, but Tiger is still behaving the same as 10.3 for me:


browsersafepalette.html, type TEXT, creator '', opens in Safari.
Graphing Calculator Story, The.html, type '', creator '', opens in Safari.
iso8859.html, type TEXT, creator !Rch, opens in TextWrangler.


Tiger did throw out some of the associations, I had to reset all my GIFs, JPEGs, and TIFFs to open with GraphicConverter, but has otherwise behaved as in previous releases.
