Yes, it sucks. I reported this to Apple a year ago, through
<http://bugreporter.apple.com/> May 31 2004. Problem ID: 3673726. I see they
now set the status to "Closed", as Apple seems to do with 'every' bug when
they release a new OS version - no matter if the bug has actually been fixed
or not. An effective method to disourage people from submitting bug reports.
I imagine what happens is System Events activating. Or it may be even deeper,
down in the Window manager somehwere, as Mac OS X has always been plagued by
windows sometimes not getting focus when they should.

I'm pretty sure I reoprted it on this list about a year ago and some people
replied to confirm the problem.
