iPhoto "launch" bug?

I¹m seeing strange behavior and wonder if anyone can confirm it.

If I run:

     tell application "iPhoto" to activate

Then I get a library-view window, with iPhoto as frontmost app, as expected.

But if I run:

     tell application "iPhoto" to launch

Then iPhoto launches in the background, as expected, but with no window
whatsoever, and no way to open any window. That¹s not what I¹d expect! Is
anyone else seeing this? I¹m running OS X 10.4.3 and iPhoto 5.0.4
