Same here with iPhoto 5.0.4 under 10.4.2. The "new" options under the file
menu are greyed out. When I open iPhoto's preferences, before the prefs
window appears iPhoto crashes.

If you care, submit a bug report to Apple (I won't - I don't care about
iPhoto).
