There are a few processes involved in the whole ordeal.  The menu itself is managed by the "SystemUIServer" process, but if it's still displaying and letting you choose a script, that's probably not what crashed.  I think the Script Menu then asks "System Events" to do the actual script execution. I believe it's fairly safe to "kill" either or both of those processes to restart them.
