sips might be your answer, at least it works for bitmapped PDF-files. Here's a sample

do shell script "sips --setProperty format tiff --setProperty formatOptions default /Users/richardr/Desktop/Kugg.pdf  --out /Users/richardr/Desktop/Kugg.tiff"
see man sips for options
