There is no mystery. Apple Mail can be set to bounce (using the rules)
even when Mail is the front application, and I like this un-intrusive
behavior to get my attention instead of a dialog window.

Uh? Why would you do that? I don't think no one will bother to answer
this because there is no purpose to make the icon bounce when the app
is the front most application. Sounds silly to me.
So, what's the mystery behind this? Another plan to conquer the world?
