Key combo would be Spark, although when you talk about triggering with a
keyboard shortcut, the the term "contextual" may mean something different.

You can make a toolbar as a standalone application with Smile or AS-Studio.

If you don't mind spending money, my favorite is QuicKeys. QuicKeys gives
you the option of having a docked toolbar. A docked toolbar can be
associated with an application so that the toolbar only appears when the
application is active (which is what I meant by the additional meaning of
the term contextual with regard to keyboard shortcuts).
A less expensive solution might be FastScripts. I don't know if FastScripts
can display a toolbar only when an application is active. Daniel?
