How can I tell when an app is bouncing on the Dock?

I know the Dock isn't scriptable. Its presentation through accessibility
has improved in Tiger, but I still can't find any way to tell that a
background application has something it wants to convey to the user.

It's easy for the human eye to see an icon bouncing on the Dock, but
AppleScript doesn't appear to have that kind of motion detection
capability.

Does anyone know of a method that will allow a script to "see" these
hopping Dock icons? I know that Voice Over uses some mechanism that
allows it to notify the user when an application needs attention, so
it's apparently possible to get this information from somewhere.
