I don't know if this helps or hurts clarity on this topic, but in FM7, I've
been trying to fend off this error just yesterday, with a file browser DB
that uses no kind of transactional locking at all.
It appeared to me (and I worked around this error, on this premise) that the
error was generated any time the field to which I was setting data (via AS)
was the 'active' field -- it held the FM cursor.
Any effort by my script to set a cell value while the field was 'active'
generated that error. My solution was to use 'commit record' right after
creating a record, to void the presence of any active fields (the equivalent
of "clicking outside any field" on a physical layout.)
The file insert scripts now work as expected, but that scripted 'commit
record' was needed to avoid the error that Matt describes (which may be
generated from more than one condition, of course.)
That being the case, I don't know if the presence (or absence) of that error
has any real validity for transaction testing with the 'with transaction' AS
feature.

I think Matt may be right here. The fragmented product line (another in a
long line of alienating moves by FileMaker) offers now 'Developer' editions
and 'Server' editions and 'Server Advanced' editions. I believe these
variants are where much of the intellectual advances of FM have been plied,
since FM in general still uses the same pathetic interface design that it's
had since OS 7.

FileMaker has got to be one of the saddest Mac-related application stories
to be told. It could have been a great RAD tool, but they waited 6 years to
design even minor changes into the editing interface. As UI's go, I think
FM might be eligible for one of the "Worst Disappointements of 30 Years of
the Mac" awards.
I'd recommend FileMaker for the "30 Years of Macintosh 'Whitney Houston (You
Were a Goddess Now You're a Toothless Crack Whore)' Award", or perhaps the
"30 Years of Macintosh 'Britney Spears
(Oh-mi-god-you-suck-so-bad-I-can-not-believe-you-are-so-popular)' Award".
Equally sad is that there is still no niche-filling equivalent for visual
desktop database applications.
