True, but not typically the big deal you think it is. Mac OS (9/X)
already has built-in time zone support; Mac OS X's comes from the BSD
and Unix world, with time zone files in "/usr/share/zoneinfo" for the
system to read and know about.
They tend to be mostly updated, as long as your OS is up to date. For
example, Australian Summer Time extended for an extra week this year,
changing back on the first Sunday in April instead of the last Sunday in
March. If you have Mac OS X 10.4.5 or later, the system automatically
knew this and did the right thing. If you had earlier versions
installed, you either had to select a different time zone (unless you're
in South Australia, and I'm told that's because SA is thirty minutes
offset from other time zones during Summer Time) or set the clock
manually.

In the US, Daylight Savings Time next year starts in mid-March and
extends to the first Sunday in November. Those rules were added in Mac
OS X 10.4.6, so as long as you have 10.4.6 or later and either have the
time set automatically or use automatic DST settings, the system will
automatically adjust the hour next year on the right Sunday. If you set
it manually, or have 10.4.5 or earlier, you'll have to do it yourself.
(This does depend on telling the system your correct time/DST zone. In
the /usr/share/zoneinfo directory, "interesting" areas like Indiana get
their own folders so people can pick the closest city, time zone, and
DST preference.)
Bottom line: as long as the OS knows the right time and time zone
(including DST), "time to GMT" will work fine. If it doesn't, your
script may not really know what time it is anyway.
