If the app does not feature a Script Menu, you won't get one.

iCab, for example, does not have a script menu. Tex-Edit does have a script
menu but it is not a script icon but rather the word "Scripts", making it
hard to find.

However, another discussion about Script Menu tells you how to get around
the lack of appcentric script menus. I suspect the Application Script menu
is on the way out.
