We are talking about two different things:
Yoy mean the OSA Script Menu which has to be installed and will appear with an icon on the right side of the menu bar.
I am talking about an application-specific applescript menu which will appear with an icon on the left side of the menu bar within the menues of the application.

It sounds like you're under the impression that simply putting the Folder in the right place will cause the Script menu to appear. It won't. You have to install the script menu. Look in
/Applications/AppleScript/
You should see an "Install Script Menu" item.
