Whether the image is converted to any particular profile is immaterial to whether you do or don't want to have the profile embedded in the image.
For RGB images, you generally would want to have a profile embedded, so that anyone else handling the file will have (and hopefully use) the opportunity to have the same profile applied when the file is opened, as opposed to having to either 1) "not color manage", and implicitly apply their current working space, 2) explicitly apply their current working space, 3) guess what the real color space should be. (Some web specialists prefer not to embed a profile to save their puny 4K of space, but I strongly disagree with that approach.)
For CMYK images, the jury is more divided, weighing the same reasons as above against the possibility of some clueless printer doing an unwanted conversion.
At any rate, if the scripting interface for embedding the working space profile is not reliable, that is unfortunate.
