Believe it or not, this is by design.  The old "stop" icon is not supposed to be used in Mac OS X -- see <http://developer.apple.com/documentation/UserExperience/Conceptual/OSXHIGuidelines/XHIGWindows/chapter_17_section_6.html>.  The "critical" setting persists for historical reasons -- namely, it was supported in Mac OS 9, and old source has to continue to compile.
