Yes, you might, if you want to be absolutely sure that no engineer who
could fix the bug ever, ever, ever sees it.

Apple *does* want to discourage bug reporting - *unless* you are a
developer. The bugreporter.apple.com site feeds directly into Radar,
Apple's engineering-level database of bugs to be analyzed and fixed in
upcoming software releases. It is *not* for end users and other
non-programmers.
The last thing Apple needs is to spend engineering time sorting through
a million bugs like the ones I get from people who know I know
something about the Mac:
"When I tried to print my iTunes, my Yahoo stopped beeping."
"My e-mail isn't showing up on the desktop."
"I imported all these photos into iPhoto and I can't find them
anymore." (He had restarted and iPhoto wasn't running - it had started
before when he plugged in his camera to import.)
Because it feeds directly into Radar, you're expected to fill out the
fields in the way Radar expects, which shouldn't be trouble if you're a
developer or programmer. You get phenomenal cosmic power by entering bugs directly into Apple's own engineering database; it comes with the itty-bitty living space of having to use the database's defined structure.
