It's true. I have had some in-depth discussions directly with programming
teams about system-level problems.
And they were fixed all right. Just this 10.4.4 update fixed this one:

AFP mounted disks that get disconnected now feature a new error handling
system with a dialog.
In case of a disconnected disk, you can now remount the disk without
Rebooting.

So yes, Apple bug reporting can lead to desired results.
