When I run the following
set f to choose folder
(list folder f) as Unicode text
and the folder contains a file with a high ASCII character in the name, the list doesn't get truncated. I tried with ü and ß and in both cases the entire contents of the folder, including the high ASCII character were there. Sounds like it's something in your Mac. I'm also running 10.4.7 on a G4 Aluminum PowerBook.
