For the record, Aaron - I didn't know about this before I answered your
post, but I've sometimes been frustrated by the relative opaqueness of
'webloc' files so I decided to have a little dig around.

First I tried getting 'info for' a webloc file. No joy there, so I tried
asking the Finder for a list of the file's properties, and found 'location',
right at the end of the list.

Getting a list of an item's properties is generally a useful way of finding
out what parts of it can be accessed by AppleScript.
