You can do that from its Save dialog too. While the classic Mac OS didn't permit this sort of thing precisely because of the risk of accident, allowing files to overwrite folders seems to be a standard Cocoa behaviour. Arguments about the wisdom/stupidity of this should be taken to the appropriate HIG-discussion mailing list, if only it existed.
The difference here is that the Save dialog will always display an "Are you sure?" dialog before overwriting existing files/folder, whereas the 'save' command will proceed without asking for user confirmation (for obvious reasons). So TextEdit's 'save' command isn't wrong in how it behaves, but it and others like it could certainly do with a better health warning in their dictionaries given the dangers of careless use.
