Here is what seems to be true:

return delimited files have type ident "com.apple.traditional-mac- plain-text"

linefeed delimited files have type ident "public.plain-text"

That's an artifact of the applications you're using to generate the files and the names you're giving them. I can make a return- delimited file that has a UTI of public.plain-text, or a linefeed- delimited one that's com.apple.traditional-mac-plain-text. There is no way to know which line ending style a file is using without reading its contents.
