You are asking total strangers to advise you on a legal matter. Further,
that legal matter concerns a document which, in its ultimate scope, is an
interpreted document.

Unless your colleague or someone here is your attorney, I would think you
would want to:
a) read the license yourself, and/or
b) ask your attorney for her opinion, and/or
c) write your question to Quark legal.
I know you were "just asking", and this is not intended to be anything more
than actually helpful to you. (And it's OT, anyway. ;)
