Yes, you're right. And...look this picture (script).
Japanese users have to cast file names into string once, but then it have to
be casted into Unicode text to prepare.
The main problem is act of roman characters in various form (string and
Unicode text).

Japanese characters-----> string ------> Unicode text ---> safe to prepare
Roman numbers----------> string ------> Unicode text ---> WRONG!!

If there is a file whose name has both Japanese and roman numbers....
