Sorry that this has no Photoshop help, but what you describe is _not_
resizing an image.
It doesn't make sense to constrain an image (its dimensions, colors, layers)
to reach a particular file size on disk. It makes sense to resize an image
to the production requirements: file type, number of colors, dimensions,
etc.
What if an image is only 9MB on disk? You want to somehow try to make it
fill 20 MB?
This kind of work process just baffles me.
