OS9 and HTTP

The company i am working for has a contract requiring us to get data from an OS9 Mac to a website using AppleScript. We can get the data out of Quark and in to XML, now we just need to send it to a PHP script via SOAP/XMLRPC or HTTP Post. How would i go about this? Is there a way to do this via AppleScript? or maybe a Java app to call the AppleScript then have the Java controlling App Upload?

Anyone know of any plugins to just allow AppleScript to do this?

NOTE: Updating to OS X is not an option... ive suggested it and have tried to talk them in to it.
