In 10.2 or 10.3 it was easy because it was not in a contextual menu but in the "File" menu.

You might find the "defaults(1)" utility useful (through a "do shell script" command of course).


The keys of interest are:
   TabbedBrowsing (a boolean)
   AlwaysShowTabBar (a boolean)

But this has a drawback, as the most reliable way is to ensure that the user is not running Safari while executing the utility.
