I just realized that I had previously enabled tabbed browsing (which
apparently is not the default setting) by means of the "Tabs" pane of
Safari's preferences.

If this setting could be pre-configured, all is well. Otherwise, Axel's
suggestion should get the "New Tab" command into the "File" menu for easy
access, as per my post.
