silly frontmost question

Hello, all ...
Please forgive the noise, but i've researched this and haven't come
up with much yet. I'm trying to do something really simple -- set an
application to be frontmost (above all other apps, so the Finder menu
is hidden). The app is VLC, and i'm trying this, to no avail:
pugsleybutt:~ jmzorko$ osascript -e 'tell app "VLC" to set frontmost
to true'
The result: absolutely no change -- VLC is running behind the
terminal window, and it stays behind the terminal window even after I
execute this piece of AppleScript. What am I missing?
Alternatively, can I tell VLC to "hide others" e.g. choose the "Hide
Others" menu item, in effect making it frontmost?
